On March 27 and 28 2000 Conference on Internet in Public Administration --
ISSS 2000 was held in the city of Hradec Kralove in the Czech Republic. It was the third
year of this important and unique event, this year it was attended by about 1300 people
from 22 countries (Spain, Portugal, Denmark, Luxembourg, the Netherlands, the Czech
Republic, Slovakia, Poland, Hungary, Austria, Germany, France, the Great Britain, Greece,
Bosna and Hercegovina, Sweden, Finland, Italy, USA, Latvia and Lithuania etc.). There were
about 100 participants from abroad. The programme of this year´s conference aimed at latest activity of
the European Union, which sets strategic goals of industrial development around Europe for
the following years and it is also aimed at the relation between this strategy and Czech
government policy. Deputy Prime Minister of the Czech Republic Pavel Mertlik and Mr Jörg
Wenzel from the European Commission contributed to this topic during the opening speech.
At the same time it was an opportunity to show various projects and programmes from
various countries and to start contacts among voted political representatives from towns
and villages, government officers and experts in information technologies. The
participants could compare information technologies development in various European states
with particular focus at joining countries and acquaint with the European Union programmes
and projects, which are funded by the European Commission and which enable partners
participation from non-member countries as well. It has created an opportunity for Central
and Eastern European countries to find partners for projects and answer a lot of
questions. Within the Conference the Telecities Seminar was held, this was for the
first time in the country from Central and Eastern Europe, which was organized in
cooperation of the Office for the State Information System and the Union of Towns and
Communities of the Czech Republic. During the ceremony it was signed the Helsinki Declaration "Global
Cities Dialogue". The following cities representatives attached their signature on
this declaration: Similarly as during last conferences, this year the winners of the
contests “Golden Crest” for the best homepage of towns and villages of the Czech
Republic were announced and appraised. The winner was Jihlava in the category “Cities”
and Sebetov in the category “Villages”.The prize “Czech At-sign” for the excellent
public administration project which contributed significantly to the development of
information society in the Czech Republic goes to the Digital Library of the Czech
Parliament. The prize "Geoapplication of the Year" for the best project --
geographic systems application was awarded in the following three categories: At the end of this festive occassion the Lord Mayor of Hradec Kralove
Mr. Oldrich Vlasak invited national associations of all European countries to organize
contests similar to Golden Crest, which could encourage the cities and villages to use
information technologies for e-democracy development. Only perfect information systems
utilisation including the Internet could bring larger openess and transparency into
decision-making processes and in this way support democratic mechanism. |
