The effectiveness of public administration will be the main topic of the ISSS/LORIS/V4DIS 2005 conference in Hradec Kralove

Hradec Kralove will this spring once again host the ISSS/LORIS/V4DIS 2005 conference. On April 4 and 5, 2005 the Aldis Congress Centre will be the venue of the eighth meeting of representatives of state authorities, public administration subjects, politicians, experts and suppliers of information and communications technologies. Last year's conference was attended by almost 2,000 domestic and foreign guests, 230 lectures were given and approximately 100 firms presented themselves within the accompanying programme. Thus, the ISSS conference again confirmed its unique position among specialist events pertaining to ICT in the region of Central and Eastern Europe.

"This year's ISSS conference will again be about "e-matters"– however, the "e" itself should stand for effectiveness rather than mere electronisation", says Dr. Tomas Rencin, the conference director. "Although in recent years a number of partial improvements concerning public administration electronisation and communication between the state and the citizen have been successfully implemented, it is high time to begin thinking about how to hasten the entire process so that state administration also functions at the "electronic" level rapidly, flawlessly and as effectively as possible, both from the view of the state and the citizen."

The programme of the ISSS 2005 conference will, as in past years, encompass such momentous topics as e-government issues at the European, national, regional and local level, the best way of implementing ICT technologies in public administration, as well as the development of electronic services for citizens. A number of conference papers will also deal with other key areas, such as portals, e-registries, communications infrastructure of public administration information systems, geographic information systems, data sharing within the framework of municipalities and various systems, and security issues. Attention will undoubtedly also be drawn to the problems of financing support for and development of information society (not only) at the municipal level from European resources and funds and the possibility of using IS in environmental protection.

ISSS 2005, similarly as in previous years, will again be visited by a host of prominent figures from both the political and business sphere. Just like last year, the patronage over the eighth conference has been assumed by the Minister of Informatics of the Czech Republic, Vladimir Mlynar. Participation in the Hradec Kralove conference has also been pre-confirmed by the Czech European Commissioner, Vladimir Spidla, the Commissioner for Information Technologies, Vivien Reding, and a number of ministers and other Czech politicians. Other European Commission representatives and delegations from many European countries are expected too.

The ISSS 2005 conference will again have an eminent international dimension. Alongside the traditional foreign section, LORIS, on this occasion organised by the Vysocina Region and in cooperation with the cities of Prague and Hradec Kralove, it will like last year be extended by the V4DIS (Developing Information Society in V4 Countries) conference, at which working teams of Visegrad Four countries will meet.

The conference will also bear witness to the traditional announcement of the results of prestigious competitions and the handing over of awards pertaining to informatics. It concerns Cesky zavinac (@ Czech), Golden Crests, Biblioweb, Geoapplication of the Year, and EuroCrest for European Towns. The Prize of the Minister of Informatics of the Czech Republic will be presented by Vladimir Mlynar.

As always, the main conference organiser is the company Triada in cooperation with the project's general partner, Ceska sporitelna a. s. The event's major partners are the companies Cesky Telecom, IBM, Microsoft, SAP, Siemens Business Services and Unisys; partners are the firms AutoCont, ICZ, Novell, Oracle, PVT, T-Systems Pragonet, SAS Institute and Sun Microsystems. An important role among this year's co-organisers is also played by the association Sdruzeni Cesky zavinac.
