“The war in Ukraine did not start when Russian tanks invaded our territory, the Russians first carried out cyber-attacks on state organizations, ministries and local governments so that the state could not function. So we promptly created a small army of cyberpartisans to protect our state, and we won the first phase of the war. This accelerated digitalisation enormously, and within a few months documents could be processed online and much of the state’s services moved to the telephone. In the future, we should join forces within the European Union to digitalize the state and protect it from cyber attacks,” Volodymyr Chubirko said at the opening ceremony. |
